  • Before You Buy

These Terms of Use ("Terms") are an agreement between you and GovLeaders Group LLC, a Texas limited liability company doing business as GovLeaders Academy ("GovLeaders Academy," "we," "us" or "our"). They apply to our website at govleadersacademy.com, including learn.govleadersacademy.com (the "Site"), and to every course, series, plan and service we offer (together with the Site, the "Services").

By creating an account, buying a course or plan, or using the Services, you agree to these Terms, our Refund and Access Policy, our Privacy Policy and our Accessibility Statement. If you are accepting these Terms for an organization, you confirm that you have authority to bind that organization, and "you" includes the organization.

1. Who we serve

GovLeaders Academy provides professional learning for people who govern, lead and support public institutions, including elected and appointed officials, special district board members, public employees, public safety professionals, and the consultants and vendors who work with them.

2. Eligibility and accounts

  1. You must be at least 18 years old to create an account, buy anything or take a course.
  2. Give us accurate information and keep it current. Your name appears on certificates exactly as it is in your account, so check it before you finish a course.
  3. Each account belongs to one person. Do not share your login, let anyone else complete coursework in your name, or use another person's account.
  4. Keep your password secure and tell us right away at support@govleadersacademy.com if you think someone has used your account.
  5. If your organization enrolled you, your organization may manage your seat and see your enrollment, progress, assessment results and completion records, as described in our Privacy Policy.

3. What we offer

The product page or order form describes each offering. Depending on availability, offerings may include:

  1. Free courses, offered at no charge.
  2. Individual self-paced courses, bought by one person for their own use.
  3. Course series, a group of related courses sold together.
  4. Annual plans for a single elected or appointed member, or for a whole board, giving access to our self-paced catalog for the plan term. Annual plans cover every self-paced course in our catalog during the term, including higher-priced courses. They do not include Advanced Programs or instructor-led courses, which are sold separately.
  5. Add-on seats for whole-board annual plans, for additional named people.
  6. Concierge service for whole-board annual plans: roster setup and invitations, seat administration, assigning paid add-on seats, renewal roster review and simple progress summaries. Concierge does not include completing coursework, grading or issuing certificates.
  7. Advanced Programs, instructor-led courses and custom training, offered by separate agreement or order form.

We may add, change or retire offerings at any time. Retiring an offering does not shorten access you have already paid for.

4. Prices and payment

  1. Prices are shown in U.S. dollars on the product page, checkout page, quote or invoice. Promo codes and other savings apply only as stated at checkout, cannot be combined unless stated, and have no cash value.
  2. Card payments made through the Site are processed by Stripe. Organizations may also pay by invoice, by check, bank transfer or card, under a purchase order or written agreement.
  3. Prices do not include any taxes that apply. If tax is required by law, we will show it before you pay. Government and other exempt buyers should send an exemption certificate before payment.
  4. You authorize us and our payment processors to charge the payment method you provide for the total shown at checkout or on the invoice.
  5. Invoices are due on the terms stated on the invoice. For Texas government buyers, payment terms follow the Texas Prompt Payment Act unless the agreement says otherwise.

5. Access periods and renewals

  1. Individual courses and series: access lasts 180 days from the date of purchase.
  2. Annual plans: access lasts 365 days from the start date on the order. Each annual plan is a one-time purchase. To continue, you buy a new term or issue a new purchase order.
  3. Renewal grace period: if a whole-board or organization annual plan is being renewed and payment is delayed, existing access continues for up to 45 days after the term ends while the renewal is processed. After that, access pauses until payment is received, unless we agree in writing to an extension.
  4. Monthly billing, if offered: a 12-month commitment billed monthly. If a monthly payment fails, access continues for 30 days while the payment is resolved, then pauses until it is paid.
  5. When access ends: you can no longer open course content, but we keep your account, progress, completion records and certificates, and you can still view and download certificates you have earned.

6. Refunds

Refunds are governed by our Refund and Access Policy. In short: self-paced purchases are final, and organization purchases follow the signed agreement or accepted purchase order.

7. Courses, assessments and certificates

  1. Courses are self-paced and sequential. Each activity unlocks after you complete the one before it.
  2. Knowledge checks and final exams require a score of 70 percent or higher. Each knowledge check allows 4 attempts. Where a course has a final exam, it allows 2 attempts and has a time limit.
  3. You earn a certificate of completion after you finish every required activity, pass every knowledge check and the final exam (where the course has one), and submit the course evaluation.
  4. If you use all your attempts on a knowledge check or on the final exam without passing, you may take the course again by purchasing it again at the current full price. We then reset your progress. Your earlier attempt record is kept. Organization learners retry under the same rule, invoiced to the organization.
  5. Contact hours and credit: certificates state the course title, completion date and contact hours. Contact hours are the expected completion time for an average learner. Where a licensing or accrediting body has approved a course, that course's page says so in writing. You are responsible for confirming whether a board, agency or employer will accept a certificate for your own purposes.

8. Academic integrity

  1. Coursework, reflections and assessments must be your own work.
  2. Do not let another person complete any part of a course for you. Do not use artificial intelligence tools, or copy or share assessment questions or answers, to complete knowledge checks or exams, unless a course activity says you may.
  3. If we find a violation, we may void affected results and certificates, suspend access without a refund, and notify the organization that sponsored your seat.

9. Organization and board seats

  1. Each seat is assigned to one named person.
  2. Whole-board annual plans may replace a seat holder once per seat per plan term, for example when a board member leaves office. Seat replacements are handled by our staff on request. Progress does not transfer between people.
  3. The organization is responsible for keeping its roster current and for the conduct of the people it enrolls.
  4. If a signed agreement or accepted purchase order conflicts with these Terms, the agreement or purchase order controls for that purchase.

10. Content license and ownership

  1. All course content, materials, videos, assessments, certificates, trademarks and the design of the Services belong to us or our licensors and are protected by U.S. copyright and trademark law.
  2. While your access is active, we give you a limited, personal, non-exclusive, non-transferable license to view the course content for your own learning. You may download or print materials that we offer for download for your own use.
  3. You may not copy, sell, share, record, publish, broadcast, train others with, or create other products from our content, or use automated tools to collect it, without our written permission. Using our content to train a group requires an organization agreement.
  4. You keep ownership of what you submit, such as reflections and evaluations. You give us permission to store and use your submissions to run the course, review your progress, improve our courses, and share your results with the organization that sponsored your seat. We will not publish your submissions with your name without your permission.

11. Acceptable use

You agree not to:

  1. break the law or anyone's rights while using the Services;
  2. try to access accounts, data or systems that are not yours, or test, scan or break our security;
  3. upload harmful code, or interfere with the Services or other users;
  4. get around access periods, assessment limits, sequential navigation or other course controls;
  5. misrepresent a certificate, your completion status or your relationship with us.

12. Educational purpose only

Our courses provide general education about public governance, operations, leadership and public safety in Texas. They are not legal, financial, engineering, accounting, tax or other professional advice, and taking a course does not create an attorney-client or other professional relationship. Laws, rules and practices change; course content reflects our understanding when it was written. Consult your own attorney or professional adviser before acting on any specific matter.

13. Third-party services

The Services rely on third-party providers, including our learning platform and payment processors, and may link to outside websites. We are not responsible for third-party websites or for interruptions caused by third-party providers outside our reasonable control.

14. Disclaimers

THE SERVICES ARE PROVIDED "AS IS" AND "AS AVAILABLE." TO THE FULLEST EXTENT PERMITTED BY LAW, WE DISCLAIM ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE AND NON-INFRINGEMENT. We do not promise that the Services will be uninterrupted or error-free, or that completing a course will produce any particular result.

15. Limitation of liability

TO THE FULLEST EXTENT PERMITTED BY LAW, WE WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL OR PUNITIVE DAMAGES, OR FOR LOST PROFITS, DATA OR OPPORTUNITIES, ARISING FROM THE SERVICES. OUR TOTAL LIABILITY FOR ANY CLAIM RELATING TO THE SERVICES WILL NOT EXCEED THE AMOUNT YOU PAID US FOR THE SERVICES IN THE 12 MONTHS BEFORE THE CLAIM AROSE. Some laws do not allow these limits, so they apply only to the extent the law allows.

16. Your responsibility

If you are an individual, you agree to cover our reasonable losses and costs from claims caused by your misuse of the Services or your breach of these Terms. For a government entity, this section applies only to the extent permitted by the constitution and laws of the State of Texas.

17. Suspension and termination

  1. We may suspend or end access if you break these Terms, if payment fails or is reversed, or if we must do so by law.
  2. While a card dispute (chargeback) is open, access bought with that payment is paused. If the dispute is decided in the buyer's favor, that access ends.
  3. You may close your account at any time by emailing support@govleadersacademy.com. Closing an account does not entitle you to a refund. We keep certain records after closure as explained in our Privacy Policy.
  4. The contact hours and credit terms in section 7, and sections 10, 12, 14, 15, 16, 18 and 20, continue after access ends.

18. Governing law and disputes

  1. These Terms are governed by the laws of the State of Texas, without regard to conflict-of-law rules.
  2. Before filing any claim, please contact us at gla@govleadersacademy.com and give us 30 days to try to resolve it informally.
  3. Any lawsuit relating to these Terms or the Services must be brought in the state or federal courts located in Harris County, Texas, and you and we consent to those courts' jurisdiction.
  4. Nothing in these Terms waives any immunity or protection available to a governmental entity under Texas law.

19. Changes to these Terms

We may update these Terms. We will post the new version with a new "Last updated" date and, for material changes, notify account holders by email or on the Site. Changes do not apply to purchases made before the change unless you agree. Continuing to use the Services after a change takes effect means you accept the updated Terms.

20. General

  1. These Terms, together with the policies they reference and any signed agreement or order form, are the entire agreement about the Services.
  2. If any part of these Terms is unenforceable, the rest stays in effect.
  3. Not enforcing a right is not a waiver of it.
  4. You may not transfer your rights under these Terms. We may transfer ours as part of a merger, sale or reorganization.
  5. Neither party is responsible for delays caused by events beyond its reasonable control.
